Govt allocates Rs.5,000 crore for slum development

New Delhi: The Central Government has allocated Rs. 5,000 crore for its ambitious scheme Rajiv Awas Yojana (RAY) with an aim to create slum free India. The ministry of housing and urban poverty alleviation has allocated the money for the first phase of the scheme for a period of two years.

The scheme will provide financial assistance to states that are willing to assign property rights to slum dwellers for provision of decent shelter and basic civic and social services for slum redevelopment, and for creation of affordable housing stock.

The states will have to include the cities which are already under the Jawaharlal Nehru National Urban Renewal Mission (JNNURM) for the scheme. The Centre will bear 50 per cent of the cost and for northeast and other special category states; the Centre will bear 90 per cent of the cost for the scheme.

The scheme is expected to implement in 250 cities by the end of 2017 (12th Five Year Plan).

In a written reply in the Rajya Sabha, the Minister of Housing and Urban Poverty Alleviation Kumari Selja said that around 25 per cent of the urban people are poor. Quoting the National Sample Survey, the minister further added that Orissa performs the worst with 44.3 per cent of the people live below poverty line.
